Petitions Canceled – L1 – Traveled to US once

For one of my friend the L1 Visa petition is cancelled, Is this happening else where?
He traveled once to USA for 6 months,he is now in India. Employer is responding as "No answer..."

Kindly let me the know what are the chances?

Is it a Individual L peitition or Balnket L? and on what visa was ur friend in US for 6 months?
